Facade Safety Inspection Program Team Member Inspects an NYC Building Facade

The 8th Cycle of the Facade Inspection Safety Program has been underway for one year.

It's been nearly one year since the 8th Cycle of New York City's Facade Inspection Safety Program (FISP, formerly called Local Law 11/98) began, and buildings with block numbers ending in 4, 5, 6, or 9 (Subcycle 8A) now have one year left to complete and file their inspection reports by February 21, 2017.

Fixing SWARMP Conditions
Buildings that filed as SWARMP (Safe With A Repair and Maintenance Program) in the 7th Cycle must fix those conditions before the Department of Buildings will accept the filing of an 8th Cycle report. Buildings cannot carry over unsafe or SWARMP conditions from a previous inspection cycle.

Avoid the Construction Rush
To avoid the rush for exterior repair contractors that will ensue as we move closer to the 8th Cycle deadline, RAND recommends that owners of buildings with SWARMP or unsafe conditions hire an engineering/architectural firm to begin designing their FISP repair work without further delay.

Subcyles 8A and 8B
Owners of buildings in Subcycle 8A should also make plans to have their FISP inspection conducted early in 2016 for more competitive pricing and greater availability of facade inspection firms.
Similarly, owners of buildings in Subcycle 8B (block numbers ending in 0, 7, or 8) should plan to have their FISP inspection conduction early in the cycle (which begins this February 21) to give them plenty of time to properly address any conditions that need to be corrected in order to file a Safe or SWARMP report before the 8B filing deadline of February 21, 2018.

Filing Windows
As a reminder, here are the 8th Cycle FISP filing windows for all three subcycles:

  • 8A: Blocks ending in 4, 5, 6, or 9: February 21, 2015 to February 21, 2017
  • 8B: Blocks ending in 0, 7, or 8: February 21, 2016 to February 21, 2018
  • 8C: Blocks ending in 1, 2, or 3: February 21, 2017 to February 21, 2019
