DOB Offers Amnesty for Owners Who Didn’t File 7th Cycle FISP Report


stThe New York City Department of Buildings has announced an amnesty program for building owners who failed to file a Facade Inspection Safety Program (FISP) report in the 7th Cycle, which ended February 20, 2015.

Under the program, non-compliant owners can administratively close their Cycle 7 filing requirement by filing an 8th Cycle report between May 1, 2015 and June 30, 2015.

Key points:

  • The amnesty program is open only to building owners who did not file a 7th Cycle FISP report.
  • Non-compliant owners must file their 8th Cycle FISP reports during the amnesty period from May 1 to June 30, 2015 regardless of their official 8th cycle filing period (which is based on the last digit of their block number).
  • The standard filing fee of $265 is required with the submission of the 8th Cycle report.
  • There is no filing fee for the administrative closure of Cycle 7.
  • All late fees, civil penalties, and ECB (Environmental Control Board) fines accrued for failing to file during previous cycles must be paid before or at the time of the 8th Cycle filing.
  • This is a one-time amnesty program and it will not be offered for future FISP cycles.
