Facade Inspection Safety Program (FISP) Sub-Cycle 8A Reports Due Feb. 21, 2017

The first filing deadline for the 8th Cycle of New York City's Facade Inspection Safety Program (FISP, formerly Local Law 11/98) is right around the corner. Owners of buildings taller than six stories with block numbers ending in 4, 5, 6, or 9 (FISP Sub-cycle 8A) must file their Facade Inspection reports by February 21, 2017.

SWARMP and Unsafe Filings
As a reminder, building owners who filed a Safe With a Repair and Maintenance Program (SWARMP) report in the 7th Cycle must have those SWARMP items repaired by the time the 8th Cycle FISP report is filed or the building will be downgraded to Unsafe.

Filing Windows
The 8th Cycle FISP filing windows for all three sub-cycles are as follows:

  • 8A: Blocks ending in 4, 5, 6, or 9: Feb. 21, 2015 to Feb. 21, 2017
  • 8B: Blocks ending in 0, 7, or 8: Feb. 21, 2016 to Feb. 21, 2018
  • 8C: Blocks ending in 1, 2, or 3: Feb. 21, 2017 to Feb. 21, 2019

DOB NOW: Electronic Filing Requirements 
Last month the NYC Buildings Department rolled out a new electronic filing system called DOB NOW: Safety, which requires building owners and representatives to register with the Buildings Department and to file their Facade Inspection reports online. Please note that the DOB will no longer accept hard copy Facade Inspection reports. Late Filing or Failure to File Penalties

Owners who fail to file a FISP report face a base penalty of $1,000 a year and an additional $250 per month past the deadline. In addition, owners who fail to correct any Unsafe condition face a $1,000 per month penalty until the condition has been corrected and an acceptable Amended Report has been filed.
