The 10th Cycle of the NYC Facade Inspection & Safety Program (FISP) is now officially underway. Building owners, property managers, and boards must stay up to date on new rules and penalties as they plan their inspections and repair programs. Here are the latest updates for 2025:
FISP Cycle 10 Filing Windows:
-
Sub-cycle 10A: Buildings with block numbers ending in 4, 5, 6, or 9
-
Filing Period: February 21, 2025 – February 21, 2027
-
-
Sub-cycle 10B: Buildings with block numbers ending in 0, 7, or 8
-
Filing Period: February 21, 2026 – February 21, 2028
-
-
Sub-cycle 10C: Buildings with block numbers ending in 1, 2, or 3
-
Filing Period: February 21, 2027 – February 21, 2029
-
Access Agreements: Don’t Delay the Process
Access agreements are often a hidden hurdle in facade inspection and repair programs. Coordinating access to adjacent properties may involve:
- Property Managers
- Attorneys
- Consultants
- Contractors
These agreements can take the form of informal arrangements, formal legal agreements, or even court orders if needed. Start early to avoid delays in inspections, probes, or scaffolding work.
9th Cycle Late Filing Pathway for NRFs
Buildings that missed their 9th Cycle FISP filing still have an opportunity to resolve No Report Filed (NRF) violations, regardless of their assigned sub-cycle. If your building was marked as “NRF” for Cycle 9, you may submit a Sub-cycle Override Request and file immediately without waiting for your Cycle 10 filing window.
Keep in mind: If your building has cavity wall construction, the DOB now requires investigative probes as part of the late submission process.
DOB Filing Fees
As of 2025, the following DOB filing fees apply:
- Initial Report: $425
- Amended or Subsequent Report: $425
- Extension Request: $305
These costs should be factored into your building’s facade compliance planning.
Updated Civil Penalties
Noncompliance comes with steep financial consequences:
- Late Filing: $1,000 per month
- Failure to File: $5,000 per year
- Failure to Correct Unsafe Conditions: Penalties vary case-by-case
- Failure to Correct SWARMP Conditions: $2,000
Civil penalties are now publicly visible in DOB NOW, increasing both accountability and urgency.
Reminder: New Annual Parapet Inspection Requirement
Beginning in 2024, parapet inspections are required annually for all buildings subject to FISP. Although parapet observation reports are not submitted to the DOB, they must be kept on file for at least six years and made available upon request. Failure to produce a report when asked can result in penalties ranging from $1,250 to $10,000.
Next Steps
With the 10th Cycle now underway, timing matters. If your building hasn’t begun its FISP planning, or you're working through access challenges or 9th Cycle filings, there’s still time, but getting started now is critical. Having the right team in place can make all the difference. Our Qualified Exterior Wall Inspectors (QEWIs) and facade specialists are here to support you through every step of the process from clearing past violations to preparing compliant reports that keep your building safe and moving forward.
