If your building is required to submit an Local Law 97 (LL97) report this year, the deadline remains June 30, 2025. However, the DOB is now allowing owners to request an extension through the BEAM portal any time up to August 29, 2025. If approved, the extension moves the LL97 filing deadline to December 31, 2025.
Good news:
- No professional attestation is required to apply.
- Already filed an extension request? You’re covered - your new deadline is December 31, 2025.
- The extension request must be submitted through the BEAM portal and includes a $60 filing fee.
What This Means for LL88 Reporting
If your building is also required to file a Local Law 88 (LL88) report (lighting upgrades and sub-metering), the following applies:
- If your building must file both LL97 and LL88 reports:
Submit both by June 30, 2025, unless you file an LL97 extension. If you do, both reports will be due by December 31, 2025. - If you only need to file an LL88 report:
Your deadline remains June 30, 2025; no extension is available.
A compliance plan for LL88 can be submitted instead of a final report using ticket #11 (Article 310) and ticket #12 (Article 311) on the BEAM portal. However, submitting a plan does not waive your responsibility to implement LL88 requirements - penalties may still apply if no action is taken.
LL97 Mitigation Options Still Require Action
If your building is pursuing LL97 penalty mitigation through:
- Article 320 (Good Faith Efforts): You can meet your LL88 obligation this year by submitting a compliance plan.
- Article 321 (Energy Conservation Projects): A project commitment letter is acceptable until your LL97 deadline — including the extended deadline if applicable.
LL84 Benchmarking Deadlines
Local Law 84 (benchmarking) report deadlines remain the same:
- Due June 30, 2025, or
- August 29, 2025, for buildings that receive an LL97 extension.
