Key Compliance Dates for 2026

January 1, 2026

NYC Periodic Inspection of Parking Structures (PIPS) Cycle 1C Filing Window Opens: Applies to garages in the Bronx, Queens, and Staten Island. Coordinate with a QPSI and confirm which facilities must file in this sub-cycle.

February 21, 2026

Facade Inspection Safety Program (FISP) Sub-cycle 10B Filing Window Opens (blocks ending in 0, 7, 8): If your property falls in Cycle 10B, begin planning inspections and any required repair programs now. Early scheduling reduces friction around access, budgeting, and lead times. Is this your building's first FISP cycle? If your building's initial TCO was issued on or before February 21, 2022, it may now be required to undergo its first FISP inspection and filing as part of Cycle 10.

May 1, 2026

Local Law 97 Annual Carbon Emissions Report Due: Covered buildings must submit their annual building emissions report for calendar year 2025 through DOB NOW: BEAM, signed and sealed by a Registered Design Professional. The annual filing deadline is May 1 each year. Buildings with certain rent-regulated units may follow alternate compliance schedules.

Local Law 84 – Benchmarking Deadline: Submit annual energy and water use for covered buildings (≥25,000 SF). Verify your property list, meters, and data quality ahead of the portal cut-off.

October 31, 2026

Energy Efficiency Grades Must Be Posted: Labels are available for download/printing in DOB NOW starting October 1. Post near each public entrance for covered buildings (≥25,000 SF). Non-compliance results in a $1,250 annual fine.

November 1, 2026

Cooling Tower Annual Certification: Confirm registration, sampling/maintenance logs, and submit the Annual Certification through the DOB Cooling Tower Portal.

December 31, 2026

Annual Boiler Inspection Deadline: Complete inspections and file reports for high- and low-pressure boilers. For details, visit the NYC Boiler Compliance Page or check out our Boiler Maintenance Checklist to minimize breakdowns.

Annual Elevator Inspection Deadline: Complete required annual inspections and tests; keep documentation current to avoid penalties. Failure to inspect or file reports can result in fines of up to $1,000 per elevator per violation. Learn more at the NYC Elevator Safety Requirements.

Annual Parapet Inspection Deadline: Annual parapet observation reports must be completed annually by December 31 and kept on file. The penalty for failing to provide the required annual parapet observation report upon request is a minimum of $1,250, with a maximum penalty of $10,000.

Local Law 152 – Gas Piping Inspection Deadline: Due for buildings in Community Districts 4, 6, 8, 9, and 16 across all boroughs. Coordinate inspection, correction, and certification. Non-compliance results in annual fines of up to $10,000.

Local Law 87 – Energy Audit & Retro-Commissioning: Due for buildings on tax blocks ending in 6. Prepare your Energy Efficiency Report (EER) and related documentation. Penalties for non-compliance include fines of $3,000 in the first year and $5,000 annually thereafter.

PIPS – Parking Structure Annual Checklist Inspection: For parking structures that have already filed an Initial Observation Report under the NYC PIPS Program, an Annual Checklist Inspection is required every year starting the year after the initial filing. The inspection must be performed by a Qualified Parking Structure Inspector (QPSI) — a New York State licensed professional engineer (PE) with relevant experience. The checklist must be based on the condition assessment from the initial inspection, kept on file, and made available to DOB upon request. It does not need to be submitted. Missing this requirement carries annual fines of up to $10,000.

Local Law 37 – Retaining Wall Inspection (Staten Island): Owners of buildings in Staten Island with retaining walls taller than 10 feet and facing a public right-of-way must complete periodic inspections. Non-compliance carries fines of up to $1,000 per year.
