RAND Welcomes Two New Partners: Eugene Gurevich and Paul R. Grissett


RAND Engineering & Architecture, DPC is pleased to announce that Eugene Gurevich, PE, AIA and Paul Grissett have been named partners to the firm.

 

RAND Engineering & Architecture, DPC is pleased to announce the promotion of Eugene Gurevich, PE, AIA, LEED AP BD+C, and Code & Zoning Compliance Team Leader Paul R. Grissett to Partner. With their elevation to partnership, RAND’s senior leadership team expands to seven, reinforcing the firm’s long-standing commitment to technical excellence, regulatory expertise, and continued investment in leadership development.

Since joining RAND in 2008, Eugene Gurevich has played a central role in the firm’s Facade & Roofing Team. As Senior Structural Engineer, Architect, and Construction Phase Director, Eugene leads rehabilitation and upgrade efforts at residential, commercial, and institutional buildings across the New York metropolitan area.

His work spans FISP and PIPS repair programs, exterior wall restoration, roof replacement, structural and foundation improvement, and waterproofing of building envelopes. Eugene’s responsibilities include design oversight, construction administration, special inspections, forensic investigations, emergency response, and feasibility studies. He also spearheads Physical Condition Survey assignments used in Capital Needs Assessments and Condominium Offering Plans, mentors junior staff, and provides expert witness testimony and litigation support.

Eugene’s portfolio reflects both technical range and attention to detail. He has managed large-scale capital improvement programs, green roof and solar installations, church restorations, and landmark preservation efforts. He holds a Bachelor of Science in Civil Engineering from Rutgers School of Engineering and a Master of Science in Civil Engineering from Norwich University, graduating summa cum laude. He is a Licensed Professional Engineer in New York and New Jersey, a Registered Architect in New Jersey, Qualified Exterior Wall Inspector (QEWI), Qualified Parking Structure Inspector (QPSI), NYC Technical Director of Special Inspections, ICC-Certified Special Inspector, LEED Accredited Professional (BD+C), and SPRAT Rope Access Technician.

Since 1999, Paul R. Grissett has led RAND’s in-house Code & Zoning efforts, guiding projects through the complex permitting and city agency filing processes required before construction can begin. As Code & Zoning Compliance Team Leader, Paul oversees a wide range of responsibilities, including securing permits across all disciplines, obtaining Certificates of Occupancy, clearing violations, conducting zoning and code analyses, and managing filings for regulatory compliance. He also coordinates responses to agency objections, leads inspection walkthroughs, and manages record and plan searches.

Paul’s deep knowledge of New York City’s regulatory landscape comes from years of hands-on experience working closely with agencies such as the Department of Buildings, Landmarks Preservation Commission, Department of Transportation, NYC Fire Department, Environmental Control Board, Parks Department, Office of Environmental Remediation, Department of Housing Preservation and Development, and Department of Environmental Protection. He is fully versed in zoning regulations, building codes, and local laws, and is known for his thoroughness, calm problem-solving, and consistent support of both clients and colleagues.

Before joining RAND, Paul worked as a legal records supervisor at Willkie Farr & Gallagher. He studied construction and civil engineering at New York City Technical College.
