New Year, New NYC Inspection Requirements

Starting January 1, 2024, nearly all parapets in New York City must be inspected annually by December 31 of each year and an observation report kept on file for at least six years.

 

As state and city regulations continually adapt to maintain the safety and integrity of our buildings, residents, and the public at large, staying up to date with upcoming deadlines and the latest periodic safety inspection requirements can seem like a daunting task. To help you effectively navigate these evolving regulations and maintain your properties in a secure and compliant state, let's take a closer look at the key updates and significant deadlines scheduled for 2024:

Upcoming NYC Inspection Deadlines

Parapets (new): Starting January 1, 2024, annual parapet inspections are now required by building owners in New York City. The first compliance deadline is December 31, 2024. Read our Fact Sheet and download our Parapet Inspection Checklist.

Facades: For buildings exceeding six stories with block numbers ending in 1, 2 , or 3, Facade Inspection Safety Program (FISP) sub-cycle 9C reports are due February 21, 2024. The required comprehensive hands-on inspections and probes can be performed by various methods including, motorized scaffolds, boom trucks, and other methods, and can be enhanced with an aerial drone survey. Schedule your inspection today to avoid prevent the accumulation of additional $1,000/month late filing penalties.

Parking Garages (new): Owners of parking structures in upper Manhattan, Brooklyn, Queens, the Bronx, and Staten Island - sub-cycles 1B and 1C - must have an initial inspection performed by or under the supervision of a Qualified Parking Structure Inspector (QPSI) and a report filed by August 1, 2024. This additional requirement is in addition to their first sub-cycle inspection mandate. Late filing penalties are $1,000/month. Schedule your inspection early this year to avoid missing the deadline.

Retaining Walls: Property owners must have retaining walls facing a public right-of-way that exceed a height of ten feet inspected every five years. The deadline to file for Bronx properties is December 31, 2024.

Gas Piping Systems: With the exception of one- and two-family homes and other Occupancy Group R-3 buildings, all NYC buildings are required to have their gas piping systems inspected by a Licensed Master Plumber at least once every four years. Inspections must be performed and submitted by December 31, 2024 for buildings in Community Districts 1, 3, and 10 in all boroughs.

Elevators: Building elevators must undergo semi-annual inspections and testing conducted by an approved elevator agency by December 31, 2024.
