On a crisp, clear night with a gorgeous view of the Empire State Building as a backdrop, RAND Engineering & Architecture, PC celebrated its 25th anniversary at the Rare Rooftop Bar in the Hilton Fashion District Hotel in Chelsea last Thursday.
