Join RAND at the Cooperator New York Expo

Owners, boards, and property managers are balancing a wide range of building priorities, from inspections and compliance obligations to repair planning, capital needs, and building performance. The Cooperator New York Expo offers an opportunity to hear from industry professionals, explore current issues affecting multifamily properties, and have practical conversations about what comes next.
On April 22, 2026, RAND will be participating in two speaking sessions in the Local Law Resource Hub and will also be available at our booth throughout the day. Our sessions will focus on FISP and parking structure inspections, and our team will also be available to discuss related topics including parapet inspections, Local Law 97, and other building repair, restoration, modernization, and compliance matters.
RAND will also be at Booth 1302 at the Expo where attendees can connect directly with our team through the day.
FISP Cycle 10: What to Be Thinking About Now
Stephen A. Varone, President of RAND, will be speaking on the Facade Inspection Safety Program (FISP):
- Time: 3:00–3:30 PM
- Location: Americas Hall 1, Local Law Resource Hub
This session will focus on practical considerations for Cycle 10, including:
- Inspection timing and current lead times
- Considerations for smoother filing amid increased DOB scrutiny
- How access agreements can affect inspections, repairs, and project sequencing
- How delays can impact timelines, budgeting, and compliance planning
For many buildings, early decisions around timing, filing, and coordination can have a significant impact on how smoothly the filing process moves forward.
Parking Garages: Planning Before Problems
Parking garage inspections are often deferred because they are less visible day to day. In practice, that delay can lead to more complex repairs, higher costs, and operational disruption.
Jimmy Vignola, Chief Structural Engineer at RAND, will be speaking on parking structure requirements under Local Law 126 and Periodic Inspection of Parking Structures program (PIPS):
- Time: 11:15–11:45 AM
- Location: Americas Hall 1, Local Law Resource Hub
This session will cover:
- What building teams should understand about current requirements
- Common conditions and repair concerns identified during inspections
- A practical checklist of maintenance items and warning signs to watch for
Meet the RAND Team
Throughout the day, the RAND team will be available at Booth 1302 from 9:00 AM to 4:30 PM.
