What is FISP, and does your building need an inspection?
New York City’s Facade Inspection & Safety Program (FISP), formerly known as Local Law 11, requires owners of buildings taller than six stories to have their exterior walls and appurtenances inspected every five years and file a technical report with the NYC Department of Buildings.

What’s included in RAND’s FISP services?
Inspection planning and access coordination
We review your building’s previous FISP report, discuss known facade concerns, and plan how our inspectors will access the exterior for the required examinations.
QEWI-led facade inspections
Our in-house team of Qualified Exterior Wall Inspectors (QEWIs) leads the evaluation of your building’s facades, including required close-up, hands-on examinations. We document conditions and explain any findings that need your attention.
FISP reporting and DOB filing
We prepare and submit your FISP report to the NYC Department of Buildings (DOB), explain your building’s classification, and outline any required repairs and deadlines. Whenever DOB raises questions on a filing, we work to resolve those questions and obtain approval, typically at no additional cost to you.
Repair design and construction support
If repairs are needed, RAND can develop preliminary budgets; repair drawings and specifications; help you compare contractor bids; and adminster the work during construction. You can continue with a team that already knows your building and its inspection findings.

FISP Inspection FAQs
A FISP inspection includes a review of your building’s exterior walls and appurtenances, close-up physical examinations led by a QEWI, documentation of observed conditions, report preparation, and DOB filing. DOB requires at least one close-up examination for a façade less than 60 feet long, plus one additional examination for every additional 60 feet. The QEWI may recommend additional examinations, testing, or investigation based on the building’s façade materials, inspection history, and observed conditions. RAND develops an inspection and access plan based on your building’s configuration and access requirements.
The cost depends on your building’s height, facade configuration, required access method, number of close-up examination locations, prior filing history, and any additional investigation or testing. Send us your building address and most recent FISP report, if available, and we can prepare a property-specific proposal. When comparing proposals, it is important to understand what is included and whether access equipment, third-party access costs, DOB fees, or additional testing are separate.
Not every FISP inspection identifies repairs. If repairs are needed, the QEWI will explain the condition, its required classification, and the timeframe for addressing it. SWARMP conditions must be repaired by the completion date identified in the report. Unsafe conditions require immediate public protection, DOB notification, repair within the required timeframe, and an amended filing once the work is complete. RAND can provide repair design, bidding assistance, construction-phase support, and amended-report filing when those services are needed.
We recommend contacting RAND as early as possible in your FISP filing window. Starting early gives you time to review prior reports, plan access, schedule the inspection, prepare the report, and address any conditions that require further investigation. Scheduling lead times typically run three to four months and may extend during the final months before the filing deadline. If your deadline is approaching, contact us to discuss your building and next steps.
