RAND’s audit of the base building systems found the following energy conservation measures:

- Pipe and valve insulation
- Separate domestic hot water installation
- Thermostatic radiator control valves
- Air sealing
- Lighting upgrades
RAND served as the retro-commissioning agent to verify that the retro-commissioning measures were implemented, including:
- Weather sealing common area windows
- Checking setpoints for heating system controller
- Domestic hot water generation system modifications
